Cyclist Franco Pellizotti, who raced for Italy in the 2008 Olympics, was suspended in 2010 for irregularities in his blood profile that indicated "enhancement of oxygen transfer." But the rider was soon exonerated by the Italian Olympic committee, which held that the evidence against Pellizotti was insufficient to prove his guilt.
The cycling union appealed to the Court of Arbitration for Sport (CAS) in Switzerland, which last year overturned the Italian committee's decision and reinstated Pellizotti's two-year ban from cycling. The court also upheld a two-year ban for Italian rider Pietro Caucchioli; the cyclist's variations in hemoglobin concentration over a span of several months, the court ruled, "could not be considered as physiological" and hence demonstrated doping to enhance the blood's oxygen-carrying capacity.

Missouri Walmarts evacuated after bomb threats
(Reuters) - Seven Walmart stores in Missouri were evacuated after receiving bomb threats but no explosives were found, a Walmart spokesman said on Saturday.

'Psycho' to be sentenced for Indian student murder

He had admitted a lesser charge of manslaughter on the grounds of diminished responsibility but jurors at Manchester Crown Court convicted him of murder and he is likely to face life imprisonment.
Bidve, who was studying at Lancaster University, had arrived in Britain last September from the Indian city of Pune and was working towards a post-graduate qualification in micro-electronics.
Prosecutor Nazir Afzal said after the verdict he was pleased that he had been "able to deliver justice for Anuj's family" following the "completely senseless" killing.
Bidve's parents Subhash and Yogini flew from Pune to Britain to attend the trial and were in court to see the verdict.
"Kiaran Stapleton shot Anuj, an innocent and defenceless man, at close range without warning or provocation," Afzal said in a statement.
"It was a cowardly murder, and his reaction afterwards in trying to cover his tracks, hide from police and evade justice was also cowardly."
Afzal added: "Anuj had his whole life ahead of him. He was young and bright, a talented student who was enjoying his time at Lancaster University. His parents were understandably very proud of him.
"They sent him to the UK to continue his studies and fulfil his ambitions but tragically came here themselves to take his body back home."

Apples For Twinkies Works To Fight Childhood Obesity

Did you know that one in four children in Maryland is overweight? Apples for Twinkies 2012 is a new report being launched to try to help combat that.
The report, which will be released Wednesday, will look at how taxpayer agricultural subsidies support junk food and contribute to the childhood obesity epidemic.
It is much easier and more affordable to get processed foods than natural and whole foods, said Jenny Levin, Maryland PIRG State Advocate.
When you?re concerned about weight, you should be eating fresh whole foods, said Levin.
But since 1995 the United States has spent $18.2 billion of taxpayer money to subsidize junk food ingredients like high fructose corn syrup, corn syrup, corn starch, and soybean food additives.
In Maryland taxpayers spend $20 million a year on subsidies that go toward junk food ingredients in the Farm Bill.
These subsidies make it much cheaper to buy processed foods like Twinkies than apples.
The report is calling for the government to end those subsidies to end.

New CDC Study Finds 1 In 13 Pregnant Women Consume Alcohol ...

Despite repeated warnings from healthcare professionals about the dangers of drinking during pregnancy, a new study reveals that as many as 1 in 13 pregnant women, or about 8 percent of expectant mothers, consume alcohol.
The study, published in the July 20 issue of the CDC's journal Morbidity and Mortality Weekly Report, finds that 51.5% of non-pregnant women ages 18 to 44 said they had used alcohol in the past 30 days. Among pregnant women of that age, 7.6% said they had used alcohol in the previous month, and 1.4% described themselves as binge drinkers--defined as four or more drinks at a time.
When it came to frequency and intensity of alcohol use, pregnant and non-pregnant women reported similar rates. Both groups said they went on binges about three times a month and had about six drinks per binge. Lower levels of education and marital status were associated with an increased frequency and intensity of binge drinking among all women, with binge drinking levels higher among unmarried women (3.3 times per month and 6.4 drinks per occasion) than among married women (2.6 times per month and 5.4 drinks per occasion).
Meanwhile, the highest rates of alcohol use among pregnant women occurred in those who were aged 35 to 44 (14.3 percent), college graduates (10 percent), employed (9.6 percent), or white (8.3 percent).
The study, led by Claire Marchetta of the CDC's National Center on Birth Defects and Developmental Disabilities, underscores the importance of educating all women, particularly pregnant women, on the dangers of alcohol use.
?If you're pregnant or even thinking about getting pregnant, stop drinking alcohol," the March of Dimes warned on its website. "Alcohol includes wine, wine coolers, beer and liquor. There is no amount of alcohol that is proven to be safe."
Drinking alcohol during pregnancy is the leading preventable cause of birth defects and developmental disabilities, and can lead to fetal alcohol syndrome and other fetal alcohol spectrum disorders, which result in neurological problems and lifelong disabilities in children.
While drinking among pregnant women remains an important public health issue, researchers urge continued education and support, saying "pregnant and non-pregnant women of childbearing age who misuse alcohol might benefit from public health interventions such as increased alcohol taxes and limiting the number of alcohol outlets in neighborhoods."

WASHINGTON (AP) ? Democrats pushed a yearlong extension of tax cuts for all but the highest-earning Americans through the Senate on Wednesday, giving President Barack Obama and his party a significant political victory on a measure that is fated to go no further in Congress.
Senators approved the Democratic bill by a near party-line 51-48 vote, with Vice President Joe Biden presiding over the chamber in case his vote was needed to break a tie. Minutes earlier, lawmakers voted 54-45 to kill a rival Republican package that would have included the best-off in the tax reductions.
The $250 billion Democratic measure would extend tax cuts in 2013 for millions of Americans that otherwise would expire in January. But it would deny those reductions to the earnings of individuals exceeding $200,000 yearly and of couples surpassing $250,000.
With control of the White House and Congress at stake in elections less than four months off, passage of the Democratic bill aligned the Senate with Obama's tax-cutting vision. Obama has made tax fairness ? which includes tax increases on the rich ? an overarching theme of his re-election campaign, and rejection of the measure would have been an embarrassment for the president and Senate Democrats.
The vote also served as a counterpoint to the GOP-run House, which next week will approve tax cuts nearly identical to the $405 billion Republican plan the Senate rejected Wednesday. And it lets Democrats argue that only the GOP stands in the way of tax cuts for millions of Americans.
"With the Senate's vote, the House Republicans are now the only people left in Washington holding hostage the middle-class tax cuts for 98 percent of Americans and nearly every small business owner," Obama said in a written statement after the vote.
House Speaker John Boehner, R-Ohio, restated his plan for next week's vote, citing the Democratic measure's tax boosts on higher earners. Republicans say those increases sap money from business owners who would otherwise create jobs, which Democrats say is overblown.
"The House will vote next week to stop that tax hike, and until the Senate does the same, the threat to our economy remains," Boehner said in a written statement.
Congress' nonpartisan Joint Committee on Taxation has said just 3.5 percent of taxpayers with business income filing individual returns would be exposed to higher taxes next year under the Democratic bill. But such taxpayers account for 53 percent of reported business income on those returns.
Wednesday's Senate vote also highlighted how both parties see the tax issue as a winning one: Democrats because they think it makes the GOP look like defenders of the rich, Republicans because they think it shows Democrats don't care about businesses.
It took just minutes for Democratic Senate campaign officials to send emails saying that Sen. Dean Heller, R-Nev., was "holding tax relief for the middle-class hostage by demanding more millionaire tax breaks." GOP Senate campaign operatives sent out similar emails, with one saying Sen. Jon Tester, D-Mont., had voted to "raise taxes on Montana farmers, ranchers & small business owners."
Tester and Heller are in tight re-election contests this November.
The two parties have been dueling over taxes all year. Few expect any real progress until after the November elections on preventing the tax cuts or averting deep budget cuts in January triggered by the failure of lawmakers to compromise last year on debt reduction.
In Wednesday's vote, two senators who will retire next year ? Jim Webb, D-Va., and Joe Lieberman, a Connecticut independent who usually votes with Democrats ? were that party's only defectors on final passage.
Opposing the GOP measure were Sen. Scott Brown, R-Mass., who faces a tough re-election fight in November, and Sen. Susan Collins, R-Maine. Sen. Mark Pryor, D-Ark., who could have a tight re-election in 2014, voted for both the Republican and Democratic plans.
"If the wealthiest people in America can't get a tax break, the Senate Republicans say, 'No one gets a tax break,'" Sen. Richard Durbin of Illinois, Senate Democrats' No. 2 leader, said after the roll calls. "That was what these two votes tell us."
Republicans said the measure was all about Democratic posturing for the upcoming elections.
"Thank goodness it's not going anywhere because it would be bad for the economy, the single worst thing we could do to the country," Senate Minority Leader Mitch McConnell, R-Ky., said.
Republicans were hoping that several Democrats seeking re-election would hurt their candidacies by having backed the Democratic package. The bill would dramatically boost the estate tax, which would be widely unpopular in farming, ranching and high cost-of-living states, and increase levies on dividends and capital gains, which are relied on by many elderly people.
"That's what today's votes are all about," McConnell said in a thinly veiled warning to Democrats. "Showing the people who sent us here where we stand."
Illustrating the potential high-voltage political impact of the vote, Sen. Claire McCaskill, D-Mo., who is in a tight re-election race, announced she had introduced a bill preventing the estate tax from rising next year, and Tester co-sponsored it. She issued a news release to that effect just minutes after voting for the Democratic bill, which would let estate taxes go much higher in 2013.
Under the Democratic measure, individuals earning over $200,000 and couples making at least $250,000 would see their top rates on those earnings rise from 33 percent and 35 percent today to 36 percent and 39.6 percent in January.
That increase would affect 2.5 million households, or 2 percent of all 140.5 million tax returns, according to 2009 Internal Revenue Service statistics.
The White House said that if the tax cuts were not continued, middle class families would face average tax increases next year of $1,600. It also said that the GOP bill would grant tax reductions averaging $160,000 to households where income exceeds $1 million annually.
The Democratic bill would also boost the top tax rate paid by people who inherit estates to 55 percent, exempting the first $1 million in an estate's value. The GOP measure would maintain today's 35 percent top rate and would not tax the first $5.12 million of an estate's value.
In fresh figures released this week by Republicans, Congress' nonpartisan Joint Committee on Taxation estimated that the Democratic provision would affect 55,200 estates next year, compared with 3,600 who would face estate taxes under the GOP plan.
Democrats would impose top tax rates next year of 20 percent on dividends and capital gains, two sources of income enjoyed disproportionately by the wealthy. The GOP top rate would be 15 percent.
The GOP bill ignores some tax credits for low- and middle-income families that Democrats want to extend for college costs; for some low-income couples and large working families; and for families with children.
All were part of Obama's economic 2009 stimulus bill. Democrats say those tax breaks were meant to be permanent but Republicans say they were only a short-term response to the recession.

Caterpillar boosts outlook, remains cautious on growth

The outlook came after Caterpillar posted a quarterly profit that trounced Wall Street forecasts due to higher sales of bulldozers, marine engines and mining trucks.
Sales rose 31 percent in North America, helped by the 2011 acquisition of Wisconsin-based mining equipment provider Bucyrus. The continent is Caterpillar's strongest growth area, executives said on a conference call with investors.
In Europe, the Middle East and Africa, sales rose 15 percent, although sales of excavators and backhoes were flat.
Business for many customers has not returned to pre-recession levels, but aging equipment is forcing them to invest in new machines, a boon for Caterpillar.
"You just get to a point where (large equipment) gets to the end of usable life, and you get into a replacement cycle," Caterpillar chief financial officer Ed Rapp said in an interview. "Contractors, even if they're doing the same amount of work as before, just have to buy new machines. That's a factor that we're definitely seeing in our numbers."
Sales to energy and rail customers are the strongest product growth areas, with housing showing "some signs of stabilizing," Rapp said.
The company raised its annual earnings forecast by a dime a share but beat second-quarter expectations by 26 cents, making the new 2012 target easier to hit. Still, analysts cautioned that Caterpillar -- like the rest of the world -- is not yet out of the woods.
"It's not that there's lots of fear in Caterpillar numbers, but everyone is affected by the much weaker global outlook," said Longbow Research analyst Eli Lustgarten. Caterpillar is "beginning to see signs of it across their business, though their business is still holding up for this year."
Executives warned that Caterpillar's third quarter typically is slower due to summer production slowdowns, which could dampen sales.
If necessary, Caterpillar is willing to take the same defensive actions it took in 2008 and 2009, Caterpillar Chief Executive Officer Doug Oberhelman said. During that period, the company laid off thousands of workers and temporarily furloughed others to cut costs.
"While we're expecting a record year in 2012, we understand the world is facing economic challenges, and if it becomes necessary, we are prepared to act quickly," Oberhelman said. "The good news is, this doesn't feel like 2008."
BACKLOG GROWTH
Many of Caterpillar's customers did not buy new machinery from 2008 through 2010 due to credit constraints and a lack of business. Now, to replace aging machines, they are rushing into the market, helping lift Caterpillar's backlog to $28.2 billion, up 11 percent from a year ago.
For the second quarter, Caterpillar reported a profit of $1.67 billion, or $2.54 per share, compared with $1.02 billion, or $1.52 per share, a year earlier.
Analysts on average expected earnings of $2.28 per share, according to Thomson Reuters I/B/E/S.
Revenue rose 21 percent to $17.37 billion. Analysts expected $17.11 billion.
The company now expects to earn $9.60 per share in 2012, up from a previous forecast of $9.50.
For the year, analysts expect a profit of $9.54 per share.
The results and outlook came after Caterpillar said on Tuesday that its global retail sales for the quarter had risen 11 percent from a year earlier.
After Caterpillar posted results, its shares rose nearly 5 percent in early trade. Caterpillar came off its highs after weak U.S. housing data but remained up more than 1 percent at $82.39 in afternoon trade.
JOLIET STRIKE
About 800 workers at Caterpillar's Joliet, Illinois-based plant have been on strike since May 1. The workers have rejected the company's latest contract offer, saying proposed pay raises were too small and healthcare costs too high.
Caterpillar denied on Wednesday that the strike was harming production. "We have not missed any shipments to our customers because of the strike and do not foresee any shipping issues," it said.
The factory makes hydraulic components and other systems for Caterpillar loaders and mining trucks. The company has been staffing the facility with temporary hires and office workers since the strike began.

The increasing popularity of the jammers is troubling, according to conference organizer Bob Cockshott, because even low-power GPS jammers pose a significant threat to cell phone systems, parts of the electrical grid, and the safety of drivers.
Since cell phone towers and some electrical grid systems use GPS signals for time-keeping, GPS jamming can throw them off and cause outages. ?We?re seeing a large number of low power devices which plug into power sockets in a car,? Cockshott told Ars. ?These devices take out the GPS tracker in the vehicle, but they also create a ?bubble? of interference, sometimes out to up to 100 yards. They?re illegal, so their quality control is generally not good.?
There has also been an emerging threat from more powerful GPS ?spoofing? systems, according to Cockshott, who is also the director of Position, Navigation and Timing technology for the UK?s ICT Knowledge Transfer Network. GPS spoofing attacks can provide both inaccurate location and time information, potentially creating much larger problems than a dropped call. ?There have been incidents where trucks carrying high value goods have been hijacked,? he said, ?where GPS and cell phones have been blocked.?
While such incidents have been rare, Cockshott said, these more high-powered jamming systems cause the greatest concern. The equipment on the systems have power equivalent to that aboard GPS satellites, he said, ?but they?re not 10,000 miles away?they?re a mile away.? ?Gentlemanly yet ornery, meticulous yet creative, Pierson compiled a remarkable writing resume, starting in the 1950s with television shows like ?Have Gun ? Will Travel? and ?Playhouse 90,? followed by five decades of films like ?Cat Ballou? (screenplay by Walter Newman and Frank R. Pierson), ?Dog Day Afternoon? (screenplay by Frank Pierson), ?A Star Is Born? (screenplay by Joan Didion & John Gregory Dunne and Frank Pierson), ?In Country? (screenplay by Frank Pierson and Cynthia Cidre), and ?Presumed Innocent? (screenplay by Frank Pierson and Alan J. Pakula),? the piece reports.
In 1971-72, Pierson created-wrote-produced the TV series NICHOLS, starring James Garner in a role that some ? namely all of us here at TVWriter? ? completely overshadowed Garner?s earlier Maverick and later Rockford. Deadline reports: ?Pierson was born in Chappaqua, N.Y., and attended Harvard. (Pierson?s parents, family and their lives, were the subject of the 1945 film ?Roughly Speaking,? starring Rosalind Russell and Jack Carson.) He got his break in Hollywood in 1958 as scripted editor for ?Have Gun ? Will Travel? and moved on to write for the television series ?Naked City,? ?Route 66? and others. He went on to write or co-write many notable Academy Award-nominated films including ?Cat Ballou? and ?Cool Hand Luke.? It was ?Dog Day Afternoon? which won Pierson his Oscar.?
Pierson directed and worked on the screenplay for ?A Star Is Born,? a project that produced notorious conflict behind the scenes. ?The in-fighting on the film between himself, Barbra Streisand, her boyfriend/producer Jon Peters, and Kris Kristofferson led him to write the notorious and controversial article ?My Battles With Barbra And Jon? in New West magazine,? Deadline reports. ?Many felt that his talking-out-of-school about Hollywood bigwigs irreparably damaged his career.?
Pierson was president of the Writers Guild of America-West twice, from 1981-83 and again from 1993-95. He was president of the Motion Picture Academy from 2001-05. He also was one of the writing heroes of our boss, Larry Brody, ?from the first time I heard his name, in conjunction with ?Dog Day Afternoon,? to now. I admired Pierson not only as a writer but as a human being. Everything I?ve seen and heard about his work and his life said he was, for all practical ? and impractical ? purposes, a man without fear.?

Hunting leopard caught on camera for the second time

Researchers at the Wildlife Conservation Society analyzed the striking photograph of a male leopard carrying a massive Indian bison calf in its jaws and found that the same leopard was once photographed in 2004.
The new photograph shows the leopard carrying a guar, or bison, calf.?Leopards?use their strong jaws to haul huge prey into trees for safe-keeping. In this case, the dead calf likely weighed about 220 pounds (100 kilograms), while the leopard might weigh between 110 pounds (50 kg) and 150 pounds (70 kg).
Photographer Vinay S. Kumar snapped the photo at India's Bandipur Tiger Reserve. Kumar submitted the photo to the not-for-profit Conservation India, triggering a CSI-like chain of investigation as to the identity of the wild cat. Conservation India passed the photograph to the Wildlife Conservation Society's India Program, which maintains a database of camera-trap photos, including hundreds of?leopard photographs.
Using computer software that compares the spot patterns of the leopards, the researchers were able to identify the leopard as Bandipur Leopard #123 (BPL-123 for short). The leopard was first caught on film in December 2004, the agency reported.
"Photographs can help track the life histories of individual tigers ? and as can be seen in this case, leopards," Ullas Karanth, director of WCS's India Programs, said in a statement. "In this context, even photographs taken by tourists can be valuable in providing additional information. As this particular 'catch' shows, BPL-123 is thriving, and his superb condition is perhaps an indicator of the health of his habitat too."
