(AP) ? Republican presidential hopeful Ron Paul outlined his views on immigration Wednesday, saying he favors a compassionate policy that doesn't rely on "barbed-wire fences and guns on our border."

Paul spoke to several dozen people organized by Hispanics in Politics, Nevada's oldest Hispanic community group. The Texas congressman has scheduled several days of campaigning in Nevada before the state's caucuses Saturday.

Paul went into much greater detail on immigration policy than he has at most of his campaign stops. He typically steers clear of discussing rights for specific groups of people, insisting that his libertarian-leaning views apply to everyone as individuals.

But in Nevada, which is 26 percent Hispanic, Paul outlined an immigration policy far outside the Republican mainstream.

Paul blasted politicians who blame immigrants for causing the country's economic problems. He compared the situation to Nazi Germany's targeting of Jews in the 1930s.

"When things go badly, individuals look for scapegoats," Paul said. "Hispanics, the immigrants who have come in, are being used as scapegoats."

Paul said he doesn't support illegal immigration and said people who break the law should be punished. But he said he opposes any effort to round people up and ship them away.

"If an individual is found to be breaking the law, serious consideration should be given for them to return. But I would think 99 percent of people who come here come because they believe in the American dream," Paul said to applause.

Paul decried a punitive border policy, which said offended his belief in individual liberty.

"The one thing I have resisted and condemned: I do not believe that barbed-wire fences and guns on our border will solve any of our problems," he said.

Paul also said he was against laws that require immigrants to carry proof of legal status. He says he doesn't want to live in a country where people are required to carry identity papers.

"You say, 'Well, this is only for illegals.' That's a bunch of baloney," Paul said. "How do you sort out illegals from legals? Unless you put papers and identification on everybody."

Hispanics in Nevada have favored Democrats over Republicans in recent election years ? a full 74 percent of Hispanics supported President Barack Obama in 2008 over GOP rival John McCain.

But Fernando Cortes, Paul's director of Hispanic outreach in Nevada, said many Hispanic voters had shown interest in Paul's message.

"They're always pandered to by the left and ignored by the right," Cortes said of Hispanic voters. "They're very motivated by the wanting of freedom back and a sound economy."

Denver apartment vacancies tumble | Inside Real Estate News

The apartment vacancy rate in the Denver metro area fell to 5.4 percent in the fourth quarter of 2011, dropping to the lowest fourth-quarter vacancy rate recorded since 2000, according to a report released today. The report by the Apartment Association of Metro Denver and the Colorado Division of Housing show that apartment vacancy rates were down from 2010?s fourth-quarter rate of 5.5 percent. 2011?s fourth-quarter rate was up from the third-quarter rate of 4.9 percent.

For the past nine quarters, the vacancy rate has fallen when compared to the same quarter one year earlier. The last time the quarterly vacancy rate rose year over year was during the third quarter of 2009.

From the fourth quarter of 2010 to the same period of 2011, the vacancy rates dropped in Adams, Denver, Douglas and Jefferson counties. Vacancies rose in Arapahoe County and in the Boulder/Broomfield area.

Renters hunting for lower rates

?Vacancies continue to decline year over year as demand grows faster than the production of new rental product,? said Ron Throupe, professor of Real Estate at the Burns School of Real Estate and Construction Management at the University of Denver, and the report?s author. ?However, since the third quarter of 2011 we?re seeing some additional frictional vacancy as tenants move around in response to rising rents.?

As vacancy rates moved down, the area?s median rent increased. During the fourth quarter of 2011, the median rent in metro Denver rose to $870, increasing 2.8 percent from 2010?s fourth-quarter median rent of $846.

The median rent rose in all counties measured, with the largest increases found in Denver County and in the Boulder/Broomfield area where the median rent grew year over year by 3.4 percent and 3.7 percent, respectively. The county areas with the highest median rents were the Boulder/Broomfield Area and Douglas County where the median rents were $993 and $1,046, respectively. Denver County reported the lowest median rent at $834.

?The overall median rent in the Denver area has now increased year over year for eight quarters in a row, and the median rent has increased by almost 60 dollars over that time,? said Ryan McMaken a spokesman for the Colorado Division of Housing. ?The rent growth we?re now seeing is more robust than what we saw during the last expansion between 2002 and 2008.?

Rental losses due to concessions, discounts and delinquencies fell to a ten-year low, dropping to 8.8 percent during the fourth quarter of 2011 from 2010?s fourth-quarter rate of 9.8 percent. Fourth-quarter rental losses have not been lower since 2002.

2011?s second-quarter vacancy rates by county were Adams, 5.3 percent; Arapahoe, 6.8 percent; Boulder/Broomfield, 4.4 percent; Denver, 4.8 percent; Douglas, 4.7 percent; Jefferson, 4.4 percent.

Median rents for all counties were:

  • Adams, $873
  • Arapahoe, $840
  • Boulder/Broomfield, $993
  • ?Denver, $834
  • ?Douglas, $1046
  • Jefferson, $836.

Health insurer Aetna's 4Q profit jumps 73 percent (AP)

INDIANAPOLIS ? Health insurer Aetna Inc.'s fourth-quarter net income jumped 73 percent, as it continued to benefit from low use of health care and some key expenses fell.

The Hartford, Conn., insurer's earnings and revenue topped Wall Street expectations due in part to slower-than-expected growth in health care use, a trend that has helped insurers routinely outperform the past several quarters. Many analysts expect this trend to continue into 2012.

Aetna said Wednesday that it earned $372.6 million, or $1.02 per share, in the three months that ended Dec. 31. That's up from $215.6 million, or 53 cents per share, in the 2010 quarter. Revenue climbed slightly to $8.57 billion.

Earnings excluding capital gains and other items were 97 cents per share.

Analysts surveyed by FactSet expected, on average, earnings of 96 cents per share on $8.43 billion in revenue. Analysts typically exclude one-time items from their estimates.

Aetna is the third largest commercial health insurer based on both enrollment and revenue, trailing WellPoint Inc. and UnitedHealth Group Inc.

Health care costs, or the amount Aetna paid in medical claims, fell 2 percent in the quarter to $5.59 billion. The insurer also saw an after-tax benefit of about $63 million because claims leftover from prior periods came in lower than expected.

Aetna's operating expenses also fell 3 percent to $1.83 billion.

Health insurance is Aetna's main product, but the company also sells dental, group life and disability coverage. Its medical membership fell slightly, to about 18.5 million people, compared with the 2010 quarter.

Aetna reaffirmed its forecast for 2012 adjusted earnings of $5 per share. Analysts expect $5.08 per share.

Many say a pullback in consumer spending due to the sluggish economy is behind the slower medical use growth.

WellPoint said last week that health care use rose in the fourth quarter but remained lower than normal, and trends were affected more by the cost of care than the number of people receiving it. The insurer saw bigger hospital bills from more acute cases rather than more people heading to the hospital.

WellPoint missed analyst expectations with its performance, but that was largely due to a hit it took from its Medicare Advantage business.

UnitedHealth said its medical costs climbed in the quarter, but price increases for inpatient hospital care, not use, were the biggest reason behind it. Even so, UnitedHealth expects use to climb steadily through 2012.

Aetna's shares rose 95 cents, or 2.2 percent, to $44.65 in premarket trading.
