Ban on demanding Facebook passwords among new 2013 state laws

CHICAGO (Reuters) - Employers in California and Illinois will be prohibited from demanding access to workers' password-protected social networking accounts and teachers in Oregon will be required to report suspected student bullies thanks to new laws taking effect in 2013.

In all, more than 400 measures were enacted at the state level during 2012 and will become law in the new year, according to the National Conference of State Legislatures (NCSL).

Some of the statutes, which deal with everything from consumer protection to gun control and healthcare, take effect at the stroke of midnight. Others will not kick in until later in the year.

The raft of measures includes a new abortion restriction in New Hampshire, public-employee pension reform in California and Alabama, same-sex marriage in Maryland, and a requirement that private insurers in Alaska cover autism in kids and young adults, NCSL said.

In New Hampshire, a rarely used form of late-term abortion will become illegal except to save the life of the mother - and even then only if two doctors from separate hospitals certify the procedure is medically necessary.

John Lynch, the state's outgoing Democratic governor, had vetoed the measure, saying it would threaten the lives of women in rural areas. But the state's Republican-controlled legislature later overrode him.

In California and Illinois, laws that take effect at 12:01 a.m. local time will make it illegal for bosses to request social networking passwords or non-public online account information from their employees or job applicants.

Michigan's Republican Governor Rick Snyder signed a similar measure into law earlier this month that took effect immediately. The Michigan law also penalizes educational institutions for dismissing or failing to admit a student who does not provide passwords and other account information used to access private internet and email accounts, including social networks like Facebook and Twitter.

But workers and job seekers in all three states will still need to be careful what they post online: Employers may continue to use publicly available social networking information. So inappropriate pictures, tweets and other social media indiscretions can still come back to haunt them.

Gun violence - in places where it's all too common, such as Chicago, and in places where it's unexpected, such as Sandy Hook Elementary School in Newtown, Connecticut - was big news in 2012. But only a handful of new state firearms laws are set to take effect in 2013.

In Michigan, the definition of a "pistol" under the law will now include any firearm less than 26 inches in length. The new definition encompasses some rifles with folding stocks and will make the weapons subject to the same restrictions as pistols.

In Illinois, certain guns currently regulated by state law, including paintball guns, will be excluded from the definition of a firearm and participants in military re-enactments will be exempt from some weapons laws.

Another big story in 2012 was the effort by lawmakers in a number of cash-strapped states to put their public employee pension funds on a sounder financial footing.

In California and Alabama, reforms designed to begin to address the unfunded liabilities of those retirement systems will take effect in 2013.

Among the other new laws on the books in 2013:

* In California, prison workers and peace officers will now be prohibited from having sex with inmates and prisoners in transport.

* In Illinois, sex offenders will be prohibited from distributing candy on Halloween, or playing Santa or the Easter Bunny.

* In Oregon, employers won't be allowed to advertise a job vacancy if they won't consider applicants who are currently out of work.

* In Kentucky, residents will be prohibited from releasing feral or wild hogs back into the wild and Illinois will ban the possession and sale of shark fins.

* And in Florida, the term "motor vehicle" will no longer apply to the specialized all-terrain vehicles with over-sized tires known as "swamp buggies" that are popular in some parts of the state.

MINEOLA, N.Y. (CBSNewYork) ? Ahead of the New Year?s holiday, lawmakers and advocates on Long Island are calling for Albany to close a loophole in Leandra?s Law.

Officials called on state lawmakers to swiftly vote to in favor of an amendment to prevent convicted drunk drivers from avoiding the mandatory ignition interlock requirement under the statewide anti-drunk driving measure.

?Leandra?s Law is a good and important piece of legislation but now that we are about a year and a half into the passage of that law, we see and we know that there are loopholes that need to be fixed,? Nassau County District Attorney Kathleen Rice told reporters including WCBS 880?s Monica Miller.??Up to 70 percent of those required to install ignition interlock devices in their cars don?t do it.?

The six-month ignition interlock requires convicted drunk drivers to blow into a device that measures the driver?s blood alcohol level before the car can be started.

?They lie to the court about owning a vehicle, they change vehicle registrations to family members or to friends,? Rice said.

Leandra?s Law was named for 11-year-old Leandra Rosado who was killed in a 2009?DWI crash. The measure, signed on Nov. 18, 2009, makes it a felony to drive drunk with a child in the car.

Leandra was in a car with her friend?s mother when the car flipped.

Leandra?s father Lenny joined lawmakers at the news conference.

Ahead of one of the biggest drinking nights of the year, advocates again urged those who will be out celebrating to select a designated driver or use cabs or mass transit to get around.

?I guarantee you as sure as we are standing here today, people are going to die at the hands of drunk drivers in 2013. I?ve been doing this for over 20 years and there isn?t one year that Long Island families, New York families haven?t been devastated by drunk drivers. It?s time it stops,? said Marge Lee, president of the group Dedicatedd.

Lee?s family was in an accident caused by a drunk driver. Her son was killed and she now walks with a cane.

?Annoy your assemblyman, annoy your senator. Tell them it?s a no-brainer,?

State Sen. Charles Fuschillo and Assemblyman Harvey Weisenberg were also at the news conference calling for a stronger Leandra?s Law.

?You?re not going to get around not having an ignition interlock system or some sort of alcohol monitoring device,? Fuschillo said.

Leandra was killed in October 2009 on the Henry Hudson Parkway, in a car driven by Carmen Huertas, the mother of her best friend. Huertas flipped the car carrying herself and six children, and was convicted under Leandra?s Law for driving while intoxicated. She?s now serving 12 years in prison.

Clippers score 15th straight NBA win

LOS ANGELES, California - The Los Angeles Clippers routed the Boston Celtics 106-77 on Thursday to stretch their franchise-record NBA winning streak to 15 games.

The Clippers are the first team to win 15 in a row since the Celtics racked up 19 games straight in the 2008-09 season.

They improved to a league-best 23-6, staying atop the Western Conference ahead of Oklahoma City - who improved to 22-6 with a 111-105 overtime victory over Dallas.

A Brief History of China's Music Industry ? Part 3: The Recorded ...

The music industry of China is an unknown continent from a Western music business research perspective. Therefore it is very meritorious that John Fangjun Li, a lecturer and PhD candidate (2008-2012) at Macquarie University, provides one of the first overviews of the history of China?s music industry for an international readership. In a series of four blog contributions he highlights the development of the recorded music industry in more than 100 years from the final period of Imperial China to the current Peoples Republic of China. He gives an overview of the impact of Western major recorded music companies in the first half of the 20th century and of the emergence of serveral state operated but also privately owned Chinese companies after the Great Cultural Revolution (1966-1976) in Shanghai, Guangzhou, Beijing and other large cities. He also highlights the current digital music business in China that has been dominating the recorded music industry since the the mid 2000s.

This part on the Chinese music industry by John Fangjun Li covers the second half of the 20th century after the emergence of the Peoples Republic of China in 1949 over the period of the Great Cultural Revolution (1966-1976), China?s Economic Reform and Opening-up Policy until the current digital music industry in China.

The second period of China?s recorded music industry from the 1950s to the early 2000s can be subdivided into shorter periods due to different economy systems before and after 1978. The early years were shaped by the implementation of the planned economy system by establishing the state-owned China Record Corporation, turning a commercial music business into a not-for-profit industry sector, which shaped China?s music industry also during the Great Cultural Revolution (1966-1976) (Li, 2012).

Before China?s Economic Reform and Opening-up Policy (CEROP) in 1978, the China Record Corporation (CRC) was the only music recording industry body in China (Li, 2006). The CRC system consisted of the Beijing headquarter with branches in larger cities such as Shanghai, Guangzhou and Chengdu (Zhang and Wang, 2009; Fang and Wei, 2008).

After 1978 the music industry in China was freed from state restrictions. This enabled the establishment of commercial record companies during the 1980s (Li and Morrow, 2012). The Central Bureau of Broadcasting as the national governmental organization to administer the audio-visual sector loosened the restrictions for operating audio visual businesses in China to develop this sector (Zhang and Wang, 2009).

In the 1980s, most of the profit oriented record companies were successively established in Guangzhou, Shanghai and Beijing such as the ?Guangzhou Pacific Audio Visual Company? (?GPAVC?), the ?Shanghai Audio Visual Company?, the ?Guangzhou New Times Audio Visual Company?, the ?Shanghai Audio Visual Company?, the ?Shanghai Audio Visual Press? (?SAVP?), the ?Audio Visual Press of Chinese Musician Association? and so on (Wang, 2004; Li and Morrow, 2012). The ?GPAVC? was the first local commercial record company established in 1979 (Lun, 1988; Li, 2010; Wang, 1999). These companies greatly influenced China?s recorded music industry particularly during the 1990s (Li and Morrow, 2012; Zhang and Wang, 2009).

From the regional music industry perspective, the recorded music industry in China ran through two periods until the early 2000s. In the first period from the late 1980s to the early 1990s, the ?Guangzhou New Times Audio Visual Company? was one of the first record companies in China that started to sign pop singers with great commercial success (Wang, 2009; Li and Morrow, 2012). In the following, other record companies in Guangzhou such as the ?Guangzhou Pacific Audio-Visual Company?, the ?Guangzhou Company of the China Record Corporation?, the ?White Swan Audio Visual Press?, and the ?Guangdong Audio Visual Press? also signed local pop singers. Guangzhou?s recorded music industry rapidly developed due to the success of this signing policy in this period. Thus, the period from the late 1980s to the early 1990s can be called as ?the Guangzhou Period?.

In the period from the mid-1990s to the early 2000s, the recorded music industry rapidly developed in Shanghai as well as in Beijing while Guangzhou?s recorded music industry started to decline (Li, 1995; Jin, 2002). Shanghai focused on music record publishing and distribution while Beijing focused on music recording (Li, 1995; Li and Morrow, 2012). They, in particular Shanghai recorded music industry, greatly promoted the recorded music industry in this period. The ?Shanghai Audio Visual Press?, ?Shanghai Company of China?s Record Corporation? and ?Shanghai Audio Visual Press? were commonly regarded as the three leading record companies in China during the second half of the 1990s (Li, 1995).

There were also a handful of smaller privately owned music record companies that influenced China?s recorded music industry in the 1990s such as the ?Taihe Rye Company?, the ?Guangdong Meika Company?, the ?Beijing Jindian Audio Visual Company? and the ?Beijing Dadi Music Production Company?. Although they played a role in linking music production/recording and distribution, they had less influence in the recorded music industry compared to those larger record companies such as the ?GPAVC? and the ?SAVP? in this period (Jin, 2002).

Unlike most major Internet brands, Wikipedia had no year-end top-10 list to share. But that's not to say there isn't a list of most viewed Wikipedia articles of 2012. It took a software engineer with a bit of spare time to gather up the data, and share the results, equal parts predictable and off-the-wall.?What does this list say about us?

Based on?Johan Gunnarsson's analysis of Wikipedia logs, it seems that?the most viewed articles on the English version of Wikipedia are lined up as follows:

While we're not surprised to see iconic pop culture phenomena like musical sensation One Direction, the all-star movie?"The?Avengers," the risque literary?trilogy "Fifty Shades of Grey" and of course the?inescapable "Hunger Games" series?appear,?we did scratch our heads about Facebook and Google, and ... "Wiki"?

Wikimedia spokesman Jay Walsh explained the popularity of these items to All Things D's Liz Gannes as likely being due to users who might type "Facebook" or similar into a search engine built into "their browsers intending to go to the site and end up on Wikipedia."?Either that, he says, or there's simply "general, high-level interest and curiosity" about the history of some of these websites and services.

We'll buy the accidental typing explanation over the "high-level of?interest" one.

While most of the top 100 most-viewed?English Wikipedia articles centered around pop culture and current events, some articles raise eyebrows for feeling a bit out of place. Entries on the Illuminati (No. 33), elocution (No. 34)?and g-forces (No. 83)?cropped up on the heels of expected entries like Mitt Romney (No. 22) and?Justin Bieber (No. 25).

The more immature individuals among us may find it amusing that entries on sex (No. 18) and human penis size (No. 82) made it into the list of 100?most viewed.?Android fanboys may flaunt the fact that an article about the mobile operating system hit the list at No. 70, while no entries about iOS made it into the top 100. (Though Steve Jobs did come in at No. 64.)

At least some people were using Wikipedia for its intended purpose, to cheat on homework assignments: Historical topics from?Albert Einstein (No. 98)?to the Hatfield-McCoy feud (No. 91) pepper the list.

When looking at the?most viewed articles in languages other than English, we find that the obsession with major Web properties and pop culture extends beyond their idiom of origin. Facebook led the Spanish top 10, which also includes One Direction. German language readers were particularly interested in the?TV shows "How I Met Your Mother," "The Big Bang Theory," "Two And A Half Men," and "Game Of Thrones" ? all which made it into their top 10.

And speaking of Bieber,?those with an irrational dislike for the teen?heartthrob may find it comforting to know that he?only made the top 10 in Norwegian and Danish. He failed to reach single digits in any other language, and sits at No. 25 on the list of the most viewed English Wikipedia articles.

"Gangnam Style," the ear-worm that beat Bieber's "Baby" to?a billion views on YouTube, appears to have only made it onto one top-100 list?? the English one ? taking the No. 21 spot with a mere?13,129,876 views.

Obama ?optimistic? Senate leaders will reach fiscal cliff deal this weekend

Following talks with congressional leaders that yielded no news of ?a "fiscal cliff" agreement, President Barack Obama on Friday evening pressured lawmakers to reach a deal this weekend as the public's patience wears thin.

"America wonders why it is that in this town for some reason they can't get stuff done in an organized timetable, why everything always has to wait for the last minute," Obama said during a statement delivered in the White House briefing room. "The American people are not going to have any patience for a politically self-inflicted wound to our economy, not right now."

The president confirmed that following his Friday afternoon meeting with congressional leaders, Senate Majority Leader Harry Reid and?Senate Minority Leader Mitch McConnell have been tasked to reach an agreement to reduce the deficit and avoid the "fiscal cliff"?automatic spending cuts and tax increases set to go into effect Jan. 1.

But in the absence of a deal, Obama said he will "urge" Reid to "bring to the floor a basic package for an up-or-down vote" that would increase taxes on households earning more than $250,000, extend unemployment insurance and disarm a sequestration?provisions the president has supported.

But Republicans have been rejecting any tax increases, even for the wealthiest earners.

"If members of the House or Senate want to vote 'no,' they can," Obama said of his plan. "But we should let everybody vote. That's the way this is supposed to work."

The president referred to Friday's meeting, which also included House Speaker John Boehner, House Minority Leader Nancy Pelosi, Vice President Joe Biden and Treasury Secretary Tim Geithner, as "good and constructive" and said he remained "modestly optimistic" about Congress' ability to reach a deal.

But he blamed Congress for the 11th-hour holdup.

"The economy is growing, but sustaining that trend is going to require elected officials to do their jobs," Obama said.

No details on the proposals offered Friday were released by the White House or the lawmakers present.

According to a readout from the speaker's office, Boehner began the meeting by reminding those gathered "that the House has already acted to avert the entire fiscal cliff and is awaiting Senate action." Plan options were discussed and the speaker said the House will consider Senate-amended, House-passed legislation.

Following the meeting, McConnell said on the Senate floor that he was "hopeful and optimistic" about a deal.

"We had a good meeting down at the White House. We are engaged in discussions?the majority leader and myself and the White House?in the hopes that we can come forward as early as Sunday and have a recommendation that I can make to my conference and the majority leader can make to his conference," McConnell said. "And so we?ll be working hard to try to see if we can get there in the next 24 hours."

Deal reached to avert East coast port strike ... for now

(Reuters) - A union representing dockworkers on the U.S. East Coast and an alliance of shippers have reached a labor agreement that will avert a strike that threatened to wreak havoc on the U.S. economy.

The International Longshoremen's Association (ILA), which represents 14,500 workers at 15 container ports in the eastern United States, and the U.S. Maritime Alliance (USMX) of shippers, terminal operators and port authorities, have agreed to extend their current contract by 30 days to finalize details, the Federal Mediation and Conciliation Service said in a statement on Friday.

Both sides have agreed "in principle" on the contentious issue of royalty payments for shipping containers, payments to ILA workers based on the tons of container cargo that move through a port.

The statement on Friday was light on details of the actual agreement, and the USMX declined to comment further. The ILA could not be reached for comment.

Established in 1960, the royalty payments to ILA workers are based on the tons of container cargo that move through a port. That tonnage has risen from 50 million tons in 1996 to 110 million last year, according to the alliance. Total payments last year were $211 million, according to the USMX, or an average of $15,500 per worker.

The original idea was to protect longshoremen from wage losses expected as a result of "containerization," in which more and more goods are packed in the now-familiar 20- and 40-foot long boxes. Those take less manpower to off-load than the less-standardized containers they replaced.

Both sides also fought over the guaranteed eight-hour workday in the current contract and the seven-man "lashing gang." Lashing crews, or gangs, secure the cargo containers to the vessel using metal lashing rods to keep them from moving while the vessel is at sea. The maritime alliance wanted to eliminate each.

Tigers roar back: Great news for big cats in key areas

Dec. 26, 2012 ? The Wildlife Conservation Society (WCS) has announced significant progress for tigers in three key landscapes across the big cat's range due to better law enforcement, protection of additional habitat, and strong government partnerships.

The successes are much-needed good news as tiger numbers worldwide continue to hover at all-time lows due to the combined threat of poaching, loss of prey, and habitat destruction. WCS estimates that only 3,200 tigers exist in the wild.

The news begins in southwestern India where WCS research and conservation efforts that began 25 years ago now show a major rebound of tigers in the Western Ghats region of Karnataka State. Over 600 individuals have been identified to date from camera trap photos during the last decade in this mountainous landscape. In Nagarahole and Bandipur National Parks, tigers have actually reached saturation levels, with surplus young tigers spilling out into forest-reserves and dispersing using secured forest corridors through a landscape that holds over a million human beings. The combination of strict government-led anti-poaching patrols, voluntary relocation of villages away from tiger habitats, and the vigilant local presence of WCS conservation partners watching over tigers has led to the rebound of big-cat populations and their prey. WCS has worked closely with Thai authorities to beef up enforcement and anti-poaching patrols in the region. Last year, a notorious poaching ring was busted, and this year the gang leaders were given prison sentences of up to five years -- the most severe punishments for wildlife poaching in Thailand's history. Since their capture, there have been no known tiger or elephant poaching incidents in the park. Tiger numbers have been rising steadily in the park since 2007, with a record 50-plus tigers counted last year.

Meanwhile in Russia, government officials are drafting a new law that will make transport, sales, and possession of endangered animals a criminal offense rather than just a civil crime. This will close a loophole that currently allows poachers to claim they found endangered species like tigers already dead and thus avoid stiffer criminal penalties for poaching.

Russia is making progress in creating additional protected areas for tigers, too, declaring a new corridor called Central Ussuri Wildlife Refuge on October 18. The new refuge acts as a linkage between the Sikhote-Alin tiger population in Russia, which is the main population of Amur tigers, and some of the best tiger habitat in China's Heilongjiang Province in the Wandashan Mountains. The creation of the new refuge ensures that tigers have the capacity to move across the international border between Russian and China in this region. WCS first identified this key corridor in 1999 after conducting joint wildlife surveys with Chinese and Russian scientists there. WCS President and CEO Cristi?n Samper said: "Tigers are clearly fighting for their very existence, but it's important to know that there is hope. Victories like these give us the resolve to continue to battle for these magnificent big cats. While the news about tigers has been bleak, these recent developments clearly show how smart strategies and strong partnerships are ensuring tigers are saved for centuries to come."

An unidentified injured man who was on an Air Bagan passenger place when it made an emergency landing Tuesday, talks to journalists in Heho, Shan state, Myanmar.

YANGON, Myanmar - When the "roller coaster" ride came to a halt, passengers aboard an Air Bagan jet that missed the runway and landed in a rice paddy field first felt relief -- until they saw the flames.

"We knew straight away we didn't have much time to get out,"?31-year-old Australian advertising executive Anna Bartsch told The Associated Press in an interview at a hotel on Wednesday.?

The Fokker 100 jet missed the runway at Heho airport in Shan state in heavy fog and crashed. A Myanmar citizen on a motorcycle was killed when he was hit by the plane and a tour guide aboard the plane also died, according to MRTV state television. Eleven people were reported injured.

The plane was reported to be carrying 71 people, including 48 foreigners.?

"We felt the first bump, then a few big bumps and then (started) sliding very fast," Bartsch told the AP. Her boyfriend, Stuart Benson, described the landing to AP like "a roller coaster" ride.

After the jet slid to a stop, flames erupted and passengers rushed to the front door, which had to be forced open, Bartsch told the AP.

"We didn't know then that the wings had come off," Bartsch said.

"It's amazing that the injuries were not more serious," she said.

Air Bagan is one of five airlines operating domestic routes in Myanmar.?Owned by Tay Za, a local tycoon blacklisted by the United States for his alleged links to former military regime, Air Bagan was the country's first privately run carrier when it was established in 2004.?

In 2008, one of its planes overshot a provincial airport's runway and crashed, causing many injuries but no deaths, the AP said. After this crash,?it now has four ATR turboprops and another Fokker 100.

"We deeply apologize to all our passengers and to their family members," the airline's managing director Htoo Thet Htwe told the news conference. All passengers were paid $2,300, he said.

'Mr. Cao Goes to Washington' Film Recounts an American Dream

Mingh Nguyen, a 40-year old filmmaker based in Los Angeles, arrived in the US from Vietnam in 1982 when he was nine years old. His travels began a year earlier as one of the Vietnamese boat people. Nguyen?s parents lost their business and home after the fall of Saigon. The decision was made to flee and done in secret. ?Somebody would get a boat, and would calculate how many people would be on it, and at night you kind of sneak out and get on that boat,? Nguyen said. ?You get out to sea and you try to reach one of the refugee camps in Thailand, the Philippines or Malaysia. We actually got to Thailand.?

It took Nguyen five attempts before finally getting away. ?We tried to go all as a family and then we got caught,? he said. ?My dad was in jail for eight nine months. The women and kids, like me, were in the jail for about two weeks before we were let out.?

Nguyen remembers living conditions in the refugee camp were crowded, and families split up. Men worked in the field while the women and children performed other jobs. ?My mom was doing cooking duties and things like that. We all had to sleep together in this really huge barracks like a warehouse - like hundreds of people,? Nguyen explained.

After spending a year in a refugee camp off the coast of Thailand, Nguyen received sponsorship from a Catholic group in the United States. He was later flown to San Francisco and settled in San Jose, California.?Transition to a new American way of life was difficult. Nguyen started fourth grade and was scared.??I went to school and I didn?t speak or write English very well. So for the first few months the teacher just put me in a corner until I was able to get caught up with English and was able to join the other students,? Nguyen said.? He admitted being frightened, but said watching television helped him learn English.

Nguyen went to the University of California-Berkeley where he received a degree in molecular biology degree, and followed that with a job at the U-S Department of Agriculture. But Nguyen said he was bored.?He recalls writing short stories at night and later taking creative writing courses.? ?I remember I was enjoying watching movies and going to see plays, so I tried writing fiction and that really opened the world for me,? Nguyen said. Several of his short stories were published in literary journals.

He attended film school and ultimately switched careers. His feature-length directorial debut is the movie ?Touch? - a romantic-drama about an unlikely friendship between a shy Vietnamese-American manicurist and an auto mechanic who is trying to keep his crumbling marriage alive. The film has won a number of awards on the independent film circuit. Looking back on his life and professional path, Nguyen advised: ?With hard work you can follow your dream.?

A CHINESE AMERICAN JOURNEY

For Chinese-American filmmaker Leo Chiang, coming to America was also a parental decision. The 42-year-old San Francisco-based director was 15 when he left Taiwan.??My parents had decided to send me and my two siblings to the U.S. to get educated, basically.? I think that for the rest of the world at that time, American universities were seen as the best,? Chiang said.

Chiang traveled to San Jose, California where family members were there to help him.? Chiang admitted it was not always easy to adjust to his new environment.??Initially it was difficult to blend in.? Not speaking the language very well and not knowing the culture very well was a bit difficult,? Chiang said. ?I definitely had to go through the English as a second language classes.?

Chiang succeeded and received a degree in electrical engineering at the University of California.? It led to a job with Apple Computers. But like Nyguen, he had his doubts.??I just really couldn?t see myself doing that for a long time. And I was always interested in film, I was a cinephile,?? Chiang said.? He applied to the University of Southern California?s graduate program in film production ?as a fluke? and was admitted.?Chiang quit his job with Apple and became a documentary filmmaker.

The career change was preceded by risks and foresight - initiated, he said, by his life as an immigrant.? ?I think it would be foolish of people to kind of dive in and come over here without preparation,? HONOLULU (AP) ? The late Sen. Daniel Inouye was remembered Sunday as an American hero whose legacy as a war veteran and longtime senator would be felt across Hawaii for years to come.

The memorial service at Honolulu's National Memorial Cemetery of the Pacific was attended by about 1,000 people, including President Barack Obama, Senate Majority Leader Harry Reid, Hawaii's congressional delegation and a number of other senators, cabinet secretaries and other dignitaries.

"Daniel was the best senator among us all," Reid told those assembled, adding later: "Whenever we needed a noble man to lean on, we turned to Sen. Dan Inouye. He was fearless."

The cemetery, a strikingly beautiful site located in an extinct volcano, is the final resting place to thousands of World War II veterans. More than 400 members of the storied Japanese-American 442nd Regimental Combat Team ? of which Inouye was a part ? are buried at the site.

Adm. Samuel Locklear, commander of the Navy's U.S. Pacific Command, said this also will be Inouye's final resting place.

"We have lost an irreplaceable American," he said.

Several 442nd veterans attended the Sunday morning service, the latest in a number of tributes and honors for Inouye following the 88-year-old's Dec. 17 death from respiratory complications.

Buses that brought people to the service flashed the words "MAHALO Senator Daniel K. Inouye" ? using the Hawaiian word for thank you.

A 19-gun cannon salute was fired as Inouye's coffin arrived at the cemetery. The service also featured a flyover by F-22 military jets and the playing of "Taps" by Democratic Sen. Jon Tester of Montana.

Inouye's widow, Irene, who was seated with the president and first lady Michelle Obama in the front row, dabbed her eyes as a band of bagpipes and drums band played "Danny Boy."

Inouye was the first Japanese-American elected to both houses of Congress and the second-longest serving senator in U.S. history, at 50 years.

He was a high school senior in Honolulu on Dec. 7, 1941, when he watched dozens of Japanese planes fly toward Pearl Harbor and other Oahu military bases to begin a bombing that changed the course of world events.

He volunteered for a special U.S. Army unit of Japanese-Americans and lost his right arm in a battle with Germans in Italy. That scratched his dream of becoming a surgeon and he went to law school and into politics instead.

"He was a shining star of the greatest generation," fellow Hawaii Democratic Sen. Daniel Akaka said at the service.

Akaka, who served with Inouye for 36 years, also highlighted Inouye's role in steering federal money to build roads, schools, housing and other infrastructure in Hawaii over the decades, from the beginning of statehood.

"Dan Inouye is Hawaii, and Hawaii is Dan Inouye," Akaka said.

Inouye's chief of staff, Jennifer Sabas, said Inouye was calm, in control and giving out instructions until the very end. Then, "he penned 'aloha,' and went on to a better place," she said.

"Aloha, boss," she said in closing, as she stood beside his flag-draped coffin.

Several services have already been held in Washington and in Hawaii for Inouye. He lay in state at both the U.S. Capitol Rotunda on Thursday and the Hawaii state Capitol on Saturday. A public service is planned for Friday on Kauai. His burial is expected to be a private, family event.

Obama eulogized Inouye during a service at Washington's National Cathedral on Friday, saying that Inouye's presence during the Watergate hearings helped show him what could be possible in his own life.

The president arrived early Saturday in Honolulu for his annual Christmas family vacation. He made a brief visit to the grave of his grandfather, World War II veteran Stanley Dunham, after Sunday's service.

NKorea says it has detained a US citizen

PYONGYANG, North Korea (AP) ? North Korea said Friday that an American citizen has been detained after confessing to unspecified crimes, confirming news reports about his arrest at a time when Pyongyang is facing criticism from Washington for launching a long-range rocket last week.

The American was identified as Pae Jun Ho in a brief dispatch issued by the state-run Korean Central News Agency in Pyongyang. News reports in the U.S. and South Korea said Pae is known in his home state of Washington as Kenneth Bae, a 44-year-old tour operator of Korean descent.

An expert said he is likely to become a bargaining chip for the North, an attempt to draw the U.S. into talks. Five other Americans known to have been detained in North Korea since 2009 were all eventually released.

North Korean state media said Pae arrived in the far northeastern city of Rajin on Nov. 3 as part of a tour.

Rajin is part of a special economic zone not far from Yanji, China, that has sought to draw foreign investors and tourists over the past year. Yanji, home to many ethnic Korean Chinese, also serves as a base for Christian groups that shelter North Korean defectors.

"In the process of investigation, evidence proving that he committed a crime against (North Korea) was revealed. He admitted his crime," the KCNA dispatch said.

The North said the crimes were "proven through evidence" but did not elaborate.

KCNA said consular officials from the Swedish Embassy in Pyongyang visited Pae on Friday. Sweden represents the United States in diplomatic affairs in North Korea since Washington and Pyongyang do not have diplomatic relations.

Karl-Olof Andersson, Sweden's ambassador to North Korea, told The Associated Press he could not comment on the case and referred the matter to the U.S. State Department.

The State Department was not immediately able to provide any additional information about the report.

The operator of a Korean language website for the Korean community in the Northwest, Chong Tae Kim of JoySeattle.com, said the detainee's father lives in Korea and his mother lives in Lynnwood, Washington.

"She hopes the State Department and Swedish Embassy help with his release," he said Friday. "She's trying not to speak to reporters, fearing that could affect her son's release."

The office of U.S. Rep. Suzan DelBene says it has reached out to the mother and is pressing the State Department for information.

"We are very concerned about it and seeing what can be done on our end to help with this," said spokesman Viet Shelton.

State Department spokesman Patrick Ventrell on Friday would only say that they were aware of the detention and that Swedish Embassy in Pyongyang is providing consular services.

"We can, indeed, confirm that a U.S. citizen has been detained in North Korea," Ventrell said, adding that he could not say more because of privacy restrictions.

In Seoul, the Segye Ilbo newspaper reported last week that Bae had been taking tourists on a five-day trip to the North when he was arrested. The newspaper cited unidentified sources.

News of the arrest comes as North Korea is celebrating the launch of a satellite into space on Dec. 12, in defiance of calls by the U.S. and others to cancel a liftoff widely seen as an illicit test of ballistic missile technology.

The announcement of the American's detainment could be a signal from the North that it wants dialogue with the United States, said Cheong Seong-chang, an analyst at the private Sejong Institute in South Korea. He said trips by former U.S. Presidents Bill Clinton and Jimmy Carter to North Korea to secure the release of other detained Americans created a mood for U.S.-North Korea talks.

"North Korea knows sanctions will follow its rocket launch. But in the long run, it needs an excuse to reopen talks after the political atmosphere moves past sanctions," Cheong said.

Cheong said he expects that the American will be tried and convicted in coming months. North Korean leader Kim Jong Un has the power to grant amnesty and will exercise it as a bargaining chip, Cheong said.

State Department spokeswoman Victoria Nuland said earlier this week that Washington had been trying to reach out to Kim.

"Instead, that was met not only with an abrogation of agreements that had been made by the previous North Korean regime, but by missile activity both in April and in December," she told reporters.

She said Washington had no choice but to put pressure on Pyongyang, and was discussing with its allies how to "further isolate" the regime.

In April 2009, a North Korean rocket launch took place while two American journalists, Laura Ling and Euna Lee, were in North Korean custody after allegedly trying to sneak into the country across the Tumen River dividing the North from China.

They were sentenced to 12 years of hard labor before being released on humanitarian grounds after Clinton flew to Pyongyang to negotiate their release.

Subsequently, three other Americans were arrested and eventually released by North Korea. All three are believed to have been accused of illegally spreading Christianity.

North Korea has several sanctioned churches in Pyongyang but frowns on the distribution of Bibles and other religious materials by foreigners. Interaction between North Koreans and foreigners is strictly regulated.
